It's the Arctic Monkeys, if you can see past the make up. That lead guy sounds like he might have a bit of a cold. (took me a while to cop on as to why they were wearing that get-up.)
Saw this over the weekend...it's so feckin weird, but also very very funny, from Dave Chappelle's show, "i'm Rick James Bitch". It really is worth watching!
Rick James did the original Superfreak, (ha ha ha ha ha ha ha ha ha ha ha ha ha ha), it was used in THAT scene in Little Miss Sunshine. Anyway, he seems to be a complete headcase.
